米国においては、犬猫の避妊去勢手術は早ければ6週齢、遅くとも性成熟以前（6カ月齢以内）に実施されています。Appelら(2013)によると、
As a consequence, many shelters now neuter as early as 6-8 weeks of age or when the animal weighs at least 2 pounds. In contrast, private practitioners can recommend neutering at the end of the vaccination series (at ~4-5 months of age), well before most dogs and cats reach sexual maturity (rather than recommending waiting until at least 6 months of age).

しかし、特にアニマルシェルターにおいて早期不妊去勢手術が積極的に実施されている理由はもっと切実です。Houlihan(2017)の文献レビューにはこう書かれています。
It is imperative that dogs rehomed through humane organizations do not contribute further to overpopulation. Unfortunately, noncompliance with spay-neuter contracts is as high as 60%.Gonadectomy performed before a dog reaches sexual maturity or is adopted can address the issue of owner compliance, ameliorate animal overpopulation, and prevent the birth of unintended litters. Analysis of the current literature reveals that there is minimal risk for surgical complications or subsequent developmental abnormalities between pediatric gonadectomy performed on dogs between 6 and 14 weeks of age and gonadectomy performed on dogs at the more traditional age of 6 months, both of which are prior to puberty.
