HARCのいわゆる”Angell Report”では、「搾取型ホーダー（Exploiter Hoarder）」の特徴として以下をあげています。
・Most difficult or problematic type to deal with
（最も扱いにくい、問題のあるタイプ）
・Acquires animals purely to serve own needs
（純粋に自分の欲求のために動物を飼う）
・Tends to have sociopathic characteristics and/or personality disorder
（反社会性特質や人格障害の傾向がある）
・Lacks empathy for people or animals; indifferent to the harm caused to animals or people
（人や動物への共感を欠き、動物や人への被害に無頓着）
・Tends toward extreme denial of the situation
（現状を極端に否定する傾向がある）
・Rejects authority or any outsider’s legitimate concern over animal care
（専門家などの外部者による、動物のケアに対する正当な懸念を拒否する）
・Believes his/her knowledge is superior to all others’; adopts the role of expert with extreme need to control
（自分の知識が他の誰よりも優れていると信じ、制御の必要性が高い専門家の役割を担う）
・Has superficial charm and charisma – very articulate, skilled in crafting excuses and explanations, and capable of presenting an appearance that conveys believability and competence to officials, the public, and the media
（表面的な魅力やカリスマ性があり、非常に明瞭で、言い訳や説明に長けており、行政や一般市民、マスコミに対して信頼性や能力を醸し出している）
・Is manipulative and cunning
（人を巧みに操る、狡猾な性格）
・Is self-concerned and narcissistic
（自己中心的でナルシスト）
・Lacks guilt, remorse or social conscience
（罪悪感、自責の念、社会的良心がない）
・Acquires animals actively rather than passively
（受動的ではなく能動的に動物を入手する）
・Demonstrates predatory behavior – will lie, cheat, steal without remorse and potentially has a plan to use these tools to achieve own ends
（略奪的な行動を示す-反省することなく嘘をつき、騙し、盗みを行い、これらの手段を使って計画的に自分の目的を達成しようとする）
・Plans to evade the law and beat the system, such as dispersing animals to other animal hoarders or friends
（他のアニマルホーダーや友人に動物を分散させるなど、法を逃れてシステムを無力化しようとする）
私はここまではっきりとした「搾取型ホーダー」にお目にかかったことはありませんが、こういう傾向を持った飼い主は一定数存在すると考えています。
