Million Cat Challenge（#allthecats）はアニマルシェルターによる動物の譲渡のすそ野を広げるための新しい譲渡のあり方として、「開かれた」譲渡（Open adoptions）を提唱しています（https://www.millioncatchallenge.org/resources/removing-barriers-to-adoption）。
「開かれた」譲渡（Open adoptions）とは
前回も触れたとおり、従来アニマルシェルターによる譲渡の際には、譲り受け希望者に対して「尋問」や「取り調べ」に近いような厳格な審査を行い選別を行ってきました。それは動物の幸せのために、優良な飼い主の元に譲渡したいというシェルターの親心でもありましたが、それは結果的に譲り受け希望者をシェルターから遠ざけることにもなりました。そのため「開かれた」譲渡においては「尋問」や「取り調べ」ではなく、「会話」や「コミュニケーション」によって、その人がこの動物の新しい飼い主としてふさわしいかどうかを判断することを重視しています。
Open adoptions address this reality by doing away with rigid policies and adoption applications and instead focusing on conversations designed to help anyone walking into a shelter feel respected, and anyone walking out to be more educated, and hopefully, with a pet to love.
「開かれた」譲渡では、このような現実に対応するため、厳格な方針や手続書類を廃止し、シェルターを訪れた人が尊重されていると感じられるような会話を重視しています。
Open adoptions allow shelter staff to engage potential pet parents in a way that elevates both the adoption experience and a pet’s quality of life in its new home. Long-term partnerships are created between shelters and adopters with the shared goal of a long and happy relationship with a new pet.
「開かれた」譲渡では、シェルターのスタッフがペットの飼い主になる可能性のある人を巻き込んで、譲渡の実行と新しい家でのペットの生活の質を高めることを両立できます。シェルターと新しい飼い主の間に長期的なパートナーシップが生まれ、新しいペットとの長く幸せな関係を築くという共通の目標を持つことができます。
The philosophy behind open adoptions acknowledges that eliminating barriers to adoption will not result in people getting pets who otherwise would not have done so, but may make it more likely that people will obtain a pet from a shelter rather than from another source. The shelter can place a cat who has been neutered and vaccinated and comes with cat care education and future support, possibly leading to a reduction in shelter cat intake in the future.
「開かれた」譲渡の背景にある哲学は、譲渡の障壁をなくすことで、新たにペットを入手したいという需要を喚起するわけではありませんが、人々が他の供給元からではなくシェルターからペットを手に入れる可能性が高くなることを認めています。シェルターは、避妊去勢手術とワクチン接種が済んでいて、猫のケアについての教育と将来的なサポートが付いている猫を託すことができ、将来的にはシェルターの猫の受け入れ数を減らすことにつながる可能性があります。
