近所に猫を置いたまま引っ越した人がいますか？（いた場合）いつ引っ越しましたか？その後猫はどのように生き延びていますか？
Feral Freedomの対象になるのは「飼い主がいない、屋外で自活できる健康な外猫」です。飼い主から引取った猫（those who are surrendered by a family）、室内飼いの猫（indoor cats）、爪が除去された猫（declawed cats）、路上に戻すには健康状態が悪すぎる猫（those too unhealthy to return to the streets）、自活できないほど幼い子猫（kittens too young to fend for themselves）などは対象外です。ですので猫を受け入れる際には、飼い猫や迷い猫ではないことを確認する必要があります。元飼い猫の場合、野外で自活できているかどうかを見定める必要があります。
Feral Freedomの対象になりそうな野良猫であっても、すでに誰かが餌をやっていたとすれば、餌やり者の責任としてTNR活動に移行させることが適当です。Feral Freedom事業には公費が投入されていますから、公費の節約の観点から極力Feral Freedomを回避することが望ましいからです。
