Kortis (2014)がいう、「地域のTNR活動における3つの戦略（Three tactics of a community TNR program）」の残り2つは「Return to Field」と「Grassroots mobilization」です。
Return to Field
Return to Field（RTF）は、アニマルシェルターに収容された、健康で譲渡不適の猫に避妊去勢手術を施し、元の場所に戻す、シェルターベースの事業です。RTFは過去の記事で詳しく取り上げたので、概要の紹介に留めます。Kortis (2014)によるRTFの説明は次のとおりです。
Return to Field is a shelter-based program focusing on free-roaming cats who are brought to a shelter. Such cats would normally be euthanized either because they are feral or there is no room to hold them. Return to Field offers an alternative: sterilizing these cats and releasing them back to their locations of origin. Euthanasia rates drop, sometimes dramatically, and the local culture, both inside and outside the shelter, may be transformed in a positive way.
Return to Fieldは、シェルターに持ち込まれた外猫を対象とする、シェルターベースの事業です。このような猫は通常「人慣れしていない」「収容する場所がない」などの理由で安楽殺されます。Return to Fieldは、このような猫たちに避妊去勢手術を施し、元の場所に戻すという選択肢を提供します。安楽殺率は劇的に低下し、シェルター内外の地域文化も良い方向に変化する可能性があります。※
Grassroots mobilization
Grassroots mobilizationを直訳すると「草の根動員」です。私は「住民参加」と理解しています。地域住民や地域のリソースをTNRに生かしていくという考え方です。Kortis (2014)はこう説明しています。
The goal of grassroots mobilization is to have caretakers and the public provide the workforce and resources for TNR’ing colonies throughout the community. To accomplish this, a TNR program can offer training, equipment, discount surgeries, coaching and other services. These build awareness and support for TNR programs and help achieve gradual population reduction.
Grassroots mobilizationの目標は、地域全体でコロニーをTNRするための人役とリソースを世話人や一般市民に提供してもらうことです。これを達成するために、TNR活動はトレーニング、設備、割引手術、コーチング、その他のサービスを提供することができます。これらはTNR活動に対する認識と支持を高め、徐々に個体数を減らしていくのに役立ちます。※
