ここまでで述べた「地域のTNR活動における3つの戦略（Three tactics of a community TNR program）」を地域の事情に合わせて組み合わせることこそ「最先端のTNR」（edge of TNR）であるとKortis (2014)はいいます。
All three tactics are relatively new. Grassroots mobilization emerged in the early 2000s when a few TNR programs, most notably Neighborhood Cats in New York City, started training and recruiting community members on a large scale. The first known Return to Field program was launched in 2008 in Jacksonville, Fla., by Jacksonville Animal Care & Protective Services, First Coast No More Homeless Pets and Best Friends Animal Society. The practice of targeting has grown rapidly since the fall of 2009 when PetSmart Charities, the nation’s largest TNR funder, made targeting a requirement for its free-roaming cat spay/neuter grants.

The tactics are not exclusive and can be combined. Training and equipping caretakers to target colonies should be part of any grassroots mobilization effort. A Return to Field program that incorporates targeting on either a colony or community level can impact not only euthanasia, but reduce the community cat population as well. While caretakers throughout a community are assisted in altering their individual colonies, TNR program staff and volunteers can target narrow sections with disproportionately large cat populations. Discovering how best to knit these tactics together and adapt them to local needs is the cutting edge of TNR today.
