Targeting（地区を絞った集中的なTNR）が完了したとしても、その後のフォローアップは必要です。Bryan Kortis (2014)の” PetSmart Charities Community TNR: Tactics and Tools”にはこう記載されています。
「見逃された」猫の処遇
The purpose of targeting — both colonies and sections of a community — is to make a big enough dent in the unaltered population that the total population numbers start going down. The intervention by itself, however, is not the complete solution. While the bulk of the work is done after a substantial percentage of the targeted cat population is spayed or neutered, progress needs to be maintained over time. Cats and colonies who were missed need to be TNR’d eventually — the sooner the better — even if the pace at which they are captured and sterilized is slower than the initial targeted effort.

※ unalteredは「変更されていない」という意味の形容詞で、転じて「（犬や猫が）避妊去勢手術を受けていない」という意味で使われます。
新規流入猫への警戒
Abandonment will not end because the free-roaming cats are sterilized, so caretakers need to be alert to contact the TNR program and report any newcomers.
外猫が避妊去勢手術を受けたからといって、飼育放棄がなくなるわけではないので、世話人はTNR実施主体に連絡し、新しく入ってきた猫を報告するように警戒する必要があります。(p52)
（のらぬこの補足）特にTNR実施地区では「野良猫が大事にされている」というイメージから、わざわざそこに飼い猫を遺棄する不届き者が出てきます。
継続的な注意
While the target area will require fewer resources after completing intensive targeting, some ongoing level of attention will be required to ensure the population continues to drop.
集中的なTargetingの完了後、対象地域が必要とするリソースは少なくなりますが、個体数の減少を確実にするためには、ある程度継続的に気に掛ける必要があります。(p52)
