Bryan Kortis (2014)が” PetSmart Charities Community TNR: Tactics and Tools”で示した「地域のTNR活動における3つの戦略（Three tactics of a community TNR program）」の3つ目は” Grassroots Mobilization”（草の根動員）です。
Grassroots Mobilizationとは、TNR活動を一部のスタッフだけが担うのではなく、広く市民に参画してもらう戦略です。
A TNR program can greatly expand its reach by mobilizing caretakers of community cat colonies and other interested residents to perform the bulk of the hands-on work of TNR themselves. For this tactic, the program and its personnel play a supportive role, providing the training, services and equipment needed for caretakers to do the job. Not only can more cats get altered when the public gets actively involved, but awareness of TNR and support for the method are increased.
TNR活動は、野良猫のコロニー管理人や関心のある住民を動員して、TNRの実地作業の大部分を自ら行うことで、その範囲を大きく広げることができます。この戦略では、実施主体とその職員は、世話人が働くために必要な訓練、サービス、設備を提供し、支援する役割を果たします。一般市民が積極的に参加することで、より多くの猫が避妊去勢手術を受けられるだけでなく、TNRへの認知度や方法への支持も高まります。(p95)
しかしGrassroots Mobilizationだけでは戦略として弱いので、専門スタッフによるTargeting（集中的TNR）などと組み合わせることが必要です。
If grassroots mobilization is the only tactic used, progress in reducing the community’s free-roaming cat population may be slow and take a number of years, especially if there are thousands or tens of thousands of cats needing treatment. The slow pace may be due to resource constraints such as funds and limited availability of surgeries. In addition, not all caretakers will be motivated or physically able to TNR the cats they are feeding.
Grassroots Mobilizationだけを戦略として用いる場合、特に手術が必要な猫が数千または数万匹いる場合、地域の外猫の個体数を減らすことの進展は遅く、数年かかる可能性があります。ペースが遅いのは、資金や手術能力などのリソースの制約が原因である可能性があります。さらに、すべての世話人が、餌を与えている猫をTNRする意欲や体力があるわけではありません。(p96)
One way to hasten progress is to use multiple tactics, such as grassroots mobilization and community-level targeting. While caretakers throughout the service area work to get their colonies sterilized, the TNR program can use its own personnel to target high-need areas. This combination can achieve immediate population reduction in target sections while elsewhere a long-term drive proceeds towards fewer cats in the community.
Grassroots Mobilizationや地域レベルのTargetingなど、複数の戦略を駆使することが、進展を早める一つの方法です。管轄地域全体の世話人が自分のコロニーの避妊去勢手術に取り組む一方で、TNR活動は自らの人材を使って優先度の高い地域を対象にすることができます。この組み合わせにより、対象地域の個体数を即座に減らすと同時に、地域内の猫の数を減らす方向に長期的に推進することができます。(p96)
