2022年に改訂された、ASV（シェルター獣医師会）の“Guidelines for Standards of Care in Animal Shelters Second Edition”※ （アニマルシェルターにおけるケアの基準に関するガイドライン第2版、以下「ガイドライン」）から、アニマルシェルターにおける巡回について見ていきます。
2.3.5 Population rounds（個体群巡回）
To ensure that each animal has a clear plan and that all needs and critical points of service are promptly met, the entire shelter population, including animals housed in foster or off-site, must be regularly assessed by knowledgeable personnel with decision-making ability and authority.
それぞれの動物に明確な計画があり、すべてのニーズとサービスの重要なポイントが迅速に満たされるように、ボランティアやオフサイトに収容されている動物を含むシェルターの全個体群は、意思決定能力と権限を持つ知識のある職員によって定期的に評価されなければならない。(p10)
Any needs identified during population rounds that could compromise welfare or extend the shelter stay must be addressed promptly.
巡回中に確認された、福祉を損ねたり、シェルターでの滞在を延長する可能性のあるニーズには、速やかに対処しなければならない。(p10)
Additionally, all animals physically in the shelter must be monitored daily to identify housing, care, or service needs.
さらに、シェルターにいるすべての動物を毎日モニターし、住居やケア、サービスの必要性を確認しなければならない。(p10)
A shelter animal inventory, including all animals in foster care, should be taken and reconciled daily.
預かりボランティア宅を含むすべての動物を含むシェルター動物の目録を毎日作成し、照合するべきである。(p10)

アニマルシェルターにおける個体群巡回は、経路計画と動物福祉を支援する最も重要な活動の一つです。 巡回はケアの必要性を確認するために行うもので、ケアを提供するために行われる回診とは異なります。 巡回の際には動物の個体ごとに、「現状」「今後の経路」「経路を変更すべき懸念事項の有無」「次にやるべきこと」などを確認します。
また、収容されている動物の個体数を把握し、シェルターのケア能力を超えていないことを確認することも重要です。
