2022年に改訂された、ASV(シェルター獣医師会)の“Guidelines for Standards of Care in Animal Shelters Second Edition”※(アニマルシェルターにおけるケアの基準に関するガイドライン第2版、以下「ガイドライン」)から、アニマルシェルターにおける獣医療について見ていきましょう。
6. Medical Health(医療保健)
6.1 General(一般事項)
基本的な考え方
Health care for animals in shelters is a necessity and must include attention to overall well-being.
シェルター内の動物の健康管理は必要であり、全体的なwell-beingに注意を払わなければならない。(p29)

アニマルシェルターにおいては、収容されている動物は健康に保たれなければなりません。健康とはWHO(世界保健機関)の定義によると「身体的(physical)、精神的(mental)、社会的(social)において完全に満たされた(well-being)状態であり、単に病気(disease)や虚弱(infirmity)ではないということではない」とされています。well-beingはしばしば「幸福」と訳されますが、happinessが相対的で刹那的な幸福を指すのに対し、well-beingは絶対的で恒久的な幸福を指す上位概念です。
シェルターによる獣医療
Shelter medical care must begin at or before intake and continue throughout the shelter stay.
シェルターの医療は、受入時または受入前に開始し、シェルターへの滞在中継続しなければならない。(p29)
When medical treatment is necessary, it must be provided in a timely fashion.
医療処置が必要な場合は、適時に提供しなければならない。(p29)
Shelters must provide species-appropriate preventive health care; this includes implementing protocols that strengthen resistance to disease and minimize exposure to pathogens, such as vaccination, parasite control, good nutrition, and appropriate handling and housing location.
シェルターは、動物種に適した予防医療を提供しなければならない。これには、病気に対する抵抗力を強化し、病原体への曝露を最小限に抑える手順が含まれる。たとえば、ワクチン接種、駆虫、適切な栄養、適切な取り扱いと収容場所など。(p29)

アニマルシェルターにおける獣医療は、受入前から始まります。例えばコアワクチン(必須のワクチン)の接種は、可能であれば動物がシェルターに入る前に実施することが理想です。
